UAE Wage Protection System (WPS) β€” Complete Guide 2025

Everything UAE employers must know about WPS compliance β€” what it is, who it applies to, how to generate SIF files, penalties for non-compliance, and how AITIME automates the entire process.

What is the UAE Wage Protection System?

The Wage Protection System (WPS) is a UAE government initiative jointly managed by the Central Bank of UAE and the Ministry of Human Resources and Emiratisation (MOHRE). Introduced in 2009 and continuously expanded since, WPS requires all private sector employers to transfer employee salaries exclusively through the UAE banking system using a standardised data format.

Before WPS, salary disputes were among the most common labour complaints filed with MOHRE β€” workers were often paid weeks late, paid in cash with no record, or not paid at all. WPS solved this by creating a digital paper trail for every salary transaction. MOHRE's systems monitor each company's payment cycle in real time; the moment a payment is missed or late, an automated compliance flag is raised against the employer's MOHRE account.

Today, WPS covers virtually all private sector employment in the UAE. Approximately 5 million workers in the UAE are paid through the WPS system each month, making it one of the world's largest electronic payroll compliance systems relative to workforce size.

Who Must Comply with WPS?

WPS compliance is mandatory for all UAE private sector employers who are registered with MOHRE and employ at least one person on a UAE residence visa. There is no minimum company size threshold β€” a company with a single employee is subject to WPS in exactly the same way as a company with 5,000.

  • All UAE mainland companies registered with the Department of Economic Development (DED)
  • Free zone companies (JAFZA, DMCC, SAIF Zone, RAKEZ, Dubai Silicon Oasis, etc.) with MOHRE-registered employees
  • Companies with 1 or more employees on UAE residence visas
  • Branch offices of foreign companies operating in UAE

Exempt categories: UAE Federal Government entities, Dubai Government departments, UAE and GCC national employees of specific government bodies. DIFC and ADGM companies operate under separate employment frameworks, though most use WPS-compatible salary transfer methods in practice.

What is a WPS SIF File?

A Salary Information File (SIF) is the standardised file format required for all WPS salary submissions. It is a pipe-delimited plain text file that your bank's online portal parses before processing the salary transfers. Each line in the file represents one employee's salary record for that pay cycle.

The SIF file is generated from your payroll data and uploaded to your bank (Emirates NBD, FAB, ADCB, Mashreq, and all other UAE banks have WPS portals). The bank validates the file structure, checks that all IBANs are active, verifies the total transfer amount matches your account balance, and then processes all transfers simultaneously.

Required fields in each SIF employee record:

Employer Bank Code

Employee MOHRE Labour Card Number

Employee Bank IBAN

Basic Salary (AED)

Housing Allowance (AED)

Transport Allowance (AED)

Other Fixed Allowances (AED)

Total Deductions (AED)

Net Salary Amount (AED)

Salary Month and Year

A single field error β€” wrong IBAN format, mismatched net salary, invalid labour card number β€” causes the entire file to be rejected. This is why generating the SIF from verified payroll data matters so much.

Step-by-Step WPS Submission Process

1

Finalise attendance and payroll data

Confirm all employee attendance records for the month, including overtime, leave, and deductions. Every figure that affects net salary must be locked before generating the SIF.

2

Generate the WPS SIF file

Export the SIF file from your payroll or attendance software. Each employee record must include their IBAN, salary components, and net amount. AITIME generates this with one click.

3

Upload to your bank WPS portal

Log into your bank's online banking WPS portal and upload the SIF file. The bank validates the file format and flags any errors. Correct errors and re-upload if needed.

4

Authorise and process

Once the file is validated, authorise the total transfer amount. All employee salary transfers are processed simultaneously on the value date specified in the file.

5

Confirm MOHRE receipt

MOHRE receives the payment confirmation from the bank automatically. You can verify compliance status in your MOHRE employer portal (TASHEEL or MOHRE online services).

Key Facts β€” UAE WPS Compliance

  • Mandatory for: All UAE private sector employers with 1+ employees under MOHRE
  • SIF file: Salary Information File β€” pipe-delimited, uploaded to UAE bank before salary payment
  • Deadline: Within 10 days after month end (60-day grace period for new companies)
  • Penalty for late payment: AED 5,000 per employee; recruitment freeze; licence suspension for repeat offences
  • SIF fields include: Employee IBAN, labour card number, basic salary, allowances, deductions, net pay
  • AITIME feature: Generates WPS SIF file in one click from verified attendance data

How AITIME Makes WPS Compliance Automatic

The most error-prone part of WPS compliance is building the SIF file β€” because it requires combining verified attendance data, overtime calculations, leave balances, and approved deductions into a precisely formatted file. A single IBAN error or rounding mistake in the net salary field causes the entire submission to fail, forcing a rushed re-submission under deadline pressure.

AITIME connects attendance tracking directly to payroll export, eliminating the manual data assembly step. When your team's attendance is recorded β€” through biometric terminals, mobile GPS check-in, or the AITIME web portal β€” the system continuously builds each employee's payroll record in real time. At month end, everything is already calculated: basic hours, overtime at the correct UAE rate, approved leave, late deductions, and allowances.

  • Generates a correctly formatted WPS SIF file with one click from verified attendance data
  • Validates all employee IBANs and labour card numbers before export
  • Flags any incomplete records or missing bank details before the submission deadline
  • Stores all WPS submission records with full audit trail for MOHRE inspection
  • Sends automated reminders to payroll administrators before each WPS deadline

People Also Ask

What is the UAE Wage Protection System (WPS)?+

The UAE Wage Protection System (WPS) is a mandatory electronic salary transfer system operated by the Central Bank of UAE and overseen by the Ministry of Human Resources and Emiratisation (MOHRE). Introduced in 2009, it requires all private sector employers to pay employee salaries through the UAE banking system using a standardised Salary Information File (SIF). The system gives MOHRE real-time visibility of all salary payments across the UAE private sector, protecting workers from late or withheld wages.

Who is required to comply with UAE WPS?+

All UAE private sector employers registered with MOHRE and employing one or more employees on UAE residence visas must comply with WPS. This includes mainland UAE companies and most free zone companies (JAFZA, DMCC, SAIF Zone, RAKEZ, and others). Government entities and UAE/GCC nationals employed by federal ministries are exempt. DIFC and ADGM entities operate under their own employment frameworks but most still use WPS-format salary transfers.

What is a WPS SIF file and what does it contain?+

A Salary Information File (SIF) is a pipe-delimited text file uploaded to your bank's WPS portal before each salary payment. Each employee record in the file contains: Employer Bank Code, Employee Bank IBAN, Employee ID (from MOHRE labour card), Basic Salary, Housing Allowance, Transport Allowance, Other Allowances, Total Deductions, Net Salary Amount, and Payment Date. The bank validates the file format before processing transfers. Any field errors cause the entire submission to be rejected.

What are the penalties for late WPS payment in UAE?+

MOHRE imposes escalating penalties for WPS non-compliance. Late salary payment (beyond the deadline) triggers fines starting at AED 5,000 per affected employee. A recruitment freeze on the company's MOHRE account follows, preventing new visa issuances. Persistent non-compliance β€” defined as late payment for two consecutive cycles β€” can lead to business licence suspension and referral to the public prosecution. New companies are granted a 60-day grace period from their first hire.

When is the WPS deadline each month?+

The WPS payment deadline for companies with 50 or more employees is the last working day of the month (or within 10 days after the month end for the salary month). Companies with 1–49 employees have a 14-day window after month end. New companies get a 60-day grace period from the date of their first employee registration. MOHRE tracks submission dates automatically β€” late payments trigger the penalty workflow immediately.
